Unlike Europe North Africa and even the Middle East North America isn't blessed with Roman ruins to rebuild or much Government
or even private interest in recreating suitable locations for Roman military or civilian reenactment.

There are a few locations where you can get a good backdrop for photos but are surrounded by modern stuff which intrudes if you are not looking in the right directions.

One of these is the Parathion in Nashville Tennesse.

There are a few privately owned locations where reenactments are popular like the Romans Fort, Vicus and Celtic village in Lafe Arkansas

Tillsonburg, Ontario
At least one public location that is useable to some extent for reenactment is the Getty Villa in Malibu California

What I think would be a good idea is if a group got together and formed a company that would build a reenactment center that would help support itself by hiring out as a set for the entertainment industry. It would need to have a variety of different terrain nearby and be close enough to Hollywood to be appealing to the industry.
