Aetius protected Trier from Frankish Conquest, twice. Once in the 420's and the second time in the 440's. Lugdunum was too far south to be affected by Frankish Conquest, it was prone to the Burgundians and Goths, but the Goths never made it past Narbo/Arles and the Burgundians were outright decimated in 435/436.

Saying they were manned and held doesn't necessarily mean they were properly maintained or kept in contact with the West.
