I have written a complete paper which analyses the text of Pliny, particularly 6;38 and 6;39 to understand the map of Agrippa.It is now on my website under the Abstracts Carto-geography as text cgPl2. Text cgPl1 is an analysis of the complete text regarding geography as contained within Pliny's text.
The map of Agrippa was a geographical map, very close to a Mercator or Meridional Points projection and not akin to the Tabula Peutingeriana. The Romans were very adept at producing proper maps and there is in fact a Tombstone for a soldier of the 4th cohort, Praetorians who is described as a Cosmogrphirium caelator, a drawer of maps.
