Hi, I play Warhammer Ancient Battles and have (in various stages of completion) a Polybian Roman, Early Imperial Roman, Late Imperial Roman, Macedonian pike, the beginnings of a late Achaemnid Persian army, a Han Chinese army, and such. I play in 25/28mm using these rules and if you're familiar with 40K then you'll find that WAB is similar and familiar.
The miniatures everyone has mentioned are all quite good. 1st Corps has a good set of Romans as well and Newline Designs' figures are also nice. There are a lot of companies doing Romans in 25/28. I recommend Old Glory as a 'cheap and cheerful' way of bulking up your rank and file figures and using, perhaps, Foundry figures as command officers if you must. That said, my Early Imperial Roman army is a hodge podge of miniatures from a variety of manufacturers.
If you wanted to do 10mm or 6mm, then I recommend Baccus or Heroics & Ros for 6mm with Magister Militum or Pendraken for 10mm Romans. I play Warmaster Ancients using 6mm figures.
It also all depends on the period you want to play. As mentioned, A&A Miniatures make gorgeous Middle Imperial Romans (Severan or Aurelianic) but not helpful if you want an Early Imperial or Republican army. That said, I'm already plotting my purchase of A&A MIR for a new army.
