Could it be that the neck protection is meant to provide the extra protection against chaffing a cavalry soldier would experiance on horseback while wearing something like that found in the colour image from page one?
If the neckerchief was used by those foot soldiers who wear the segmented lorica to prevent chaffing at the neck then it seems right that the mounted soldier would need something more especially considering the increased weight from mail on the shoulders. The picture shows the neckerchief even but the armour depicted lacks those pieces near to the neck which made protection from chaffing necessary.
All this is assumtion on my part that the image is from an artists intent to accuratly reproduce something that may have existed and the idea that a cavalry soldier might require something more than a neckerchief for protection from chaffing at the neck when wearing the upper portion of a segemented lorica.
I found this site purely by accident and am just looking around for curiousity's sake. I dont inted to post. Im a mere hobbiest who looks at old artifacts and new ideas for pleasure. In fact i have reservations about posting this at all for fear of outright rejection due to the fact that i have no qualifications to make guesses about the function of the armor.
