Your first photo does not show a living man but a tin figure in the scale of 1:32 (54 mm), built by the excellent spanish manufacturer "Andrea Miniaturas". It is not in their normal catalogue offer but was specially built for a very large diorama that was treated in their booklet "Roma Victrix":

IIRC the depicted man is designated to be the legion's primus pilus. I can only highly recommend both the book and the diorama.
