I was last there....in October 2013 or so I think and from I recall the answer is no. The Museo delle Mura has a decentish display and you can ascend onto the topmost parts at a single point (not very large) and you can walk somewhat along the ground section but I think that's it.

I might be going again soon actually due to the whole let's celebrate Augustus thing so if things have changed I'd like to know. If I go before you do and I check I'll let you know.

On the plus side there is still some cool stuff around the area though like the tomb of the Scipio's with (copies of) the wonderful elogiae, Claudia Metella's tomb too. Generally it's not a bad area to just hang around in.
