I admit I should have stated "under cover" omitting the Scutum/shield as you are right, this is not mentioned explicitly.
Still I consider it noteworthy, that both consider it of high importance to attack without giving the adversary a chance to counter, since this is the foremost rule in any of the later western fencing treatises, also.
Vegetius does not refer to fighting with the Scutum, which was not used at his time anymore. All period artwork show the left forward stance with a Scutum. The round shield of Vegetius time is more dynamic, and the longer Spatha changes combat dynamics considerably.
