Justinians reconquista led to horrible destructions in Italy and to the almost complete depopulation of Rome and Milano. Meanwhile, the undersupported Balkan forces could not prevent the Barbarians from looting and pillaging the Balkan peninsula... Not that much of a success in my eyes, sorry<br>

How about Diocletian ? Ok, he is seen as a ruthless Christian-hunter, and his tetrarchic system did not last long after his abdication, but he managed to secure the borders and kept usurpers at bay. Around 300 AD the Roman world was (more or less) at peace. Quite an achievement seen before the background of the 3rd century. <p></p><i></i>
