I found an interesting sentence in Johne: "Kaiserbiographie und Senatsaristokratie":

In the chapters about the praefectus urbi and the Praetorian Praefect he talks about the change and importance of those offices in late antiquity. He says that, after moving the capital the postion became more and more important because the urban praefect was now more or less alone in charge of Rome and big areas in Italy without the imperial houshold being present. and then he says something along:

after the Praetorian guard had been dismissed by Constantin and the Praetorian praefect became a non military office, the importance of the Praefectus Urbi and his "police force" became much bigger. (he is referring to Chastagnol here)
