Ahm I hope I understand your question right. The Romans did have 12 months. September being the 7th, October, November and lastly December meaning the 10th is because the Roman year originally started with Martius (March). So January and February would be the months 11 and 12. When the start of the year was changed to January they didn't change the names except for 2 months which were changed, Quintilis becoming Julius
and Sextilis becoming Augustus.
