as far as I know, the only evidence for a stern mounted rudder / steering oar in the NW provinces so far is Woerden 7, a ship that was excavated in 2003. (Hence its not on NAVIS I, because it's too late!) Basically, ist stern section has reinforcing cross beams mounted on the deck, and an oddly shaped arrangement of beams on top of these that are argued to be a base for mounting such an oar. It's not very much, but so far it is the best we have.
As for the idea of such vessels being used by the Classis Germanica, where in the Propylaen does that come from? Am genuinely interested to know for my research, because Woerden 7 is most definitely a freighter, and so far there is no evidence for any type of CGPF vessels, other than some extreme conjecture on the basis of iconography and literary references. Will try an post a pic and a plan of Woerden 7 later!
