There is evidence to suggest that some Roman Paenulla were made from felted wool. Though that is Rome, and this is Greece...

I imagine that for a Chlamys worn by shepherds and the like, it is possible that they would have used felt just as much as they used woollen fabric for a Chlamys, given that felt can be more easily weather-proofed and felt would probably perform better as outer ware than would a similar Chlamys made in wool fabric.

Do you think that there could have been felted Chlamys for poorer members of Greek society?
