I have seen this "premise" before, or perhaps it's better-called "speculation." These dragons have beaks, as in bird beaks, and dragons had teeth. It would be a better guess to speculate these doubled artistic figures as griffons. As far I know, and until it can be proven otherwise, the Balkan Celts never saw a dragon until it was introduced by steppe tribes from further east.

The same speculative conclusion was published years ago by Megaw & Megaw in relation to Briton's Celts; and once again, it was wishful thinking based upon so-called "dragons" which looked incredibly like lyre birds. And I'm sure we'll hear the same story again when someone finds a new Celtic scabbard with amazing "dragons" decorating it.
