So, a lot of women's figures from Tanagra hold fans. Does anybody knows about how did they make these fans? What were the materials, are there any sourses on it?

Most likely straw.
The German club "Heteroi" has reconstructed one:

On what sources these suggestions about the straw are based? The colour of the fans on the figures?

Straw items exist in all cultures from the dawn of time.
Cheap easily available material.
The "Tanagra statues" do not seem to carry "fans with skeleton" so other material associated with fans that require a skeleton like cloth and leather were not pursued.
