Of course there is always something to disagree with. I think that the statement

is not correct; I am aware that Cassius Dio suggests that money mattered a lot for the Constitutio Antoniniana, but those who could pay more taxes, had already have received the Roman citizenship. As far as I know, there are almost no inscriptions from, say, the reign of Commodus and Severus, that show benefactors without Roman citizenship; I think it was Birley who pointed this out for the first time.
Whatever you think about it, the Constitutio Antoniniana was not a "blanket grant citizenship to virtually all inhabitants" - it was only applicable to
free men.

Thanks for the correction. You're right of course that it should be better specified. Perhaps I should just take the reasons behind this measure out. It's not what I'm concerned with anyways.
