Reservist refresher training. It is practiced even today. And they served periodicaly in groups. Campaign season also was short.
That is why the Delian League started giving cash subsidies and started relying on mercenaries for longer and far away campaigns.

Well actually I was intersted only in the weights provided for Greek armor.
