Well, if you use Windows 98 or later, you should be able to go to the webpage, right click on the text and "translate this page into English". It's a rough translation sometimes, but you should be able to get the general idea.
Short of that, there's
http://babelfish.altavista.com/tr in which you can copy blocks of text and translate from language to language. Again, not perfect, but sometimes it gets you there.
I never seem to have any luck when trying to have babelfish translate a .pdf, or when trying to "grab" and "paste" from a .pdf. Maybe I should actually buy a copy of Adobe.
When you open the .pdf, click on File "Save as text", and it saves a copy of the info (not the pictures, of course) in notepad, as a .txt file. You can copy blocks of that text to translator programs.
